【明報專訊】現時各大專院校物理治療和職業治療學系學生,會於公立醫院做臨牀實習,以達至註冊所需的實習時數,院校以往須向醫管局繳交實習費,以聘請治療師擔任導師專責實習。醫管局將由2023/24年度、即今日(1日)起豁免院校繳費,消息稱醫管局將自行「填數」確保本年度實習安排不變,惟長遠處理方案未定,或會重新檢視實習模式。物理治療學會及職業治療學會均質疑醫管局的方案不具持續性,憂慮日後會削減恆常實習導師職位,指導責任由其他治療師攤分,損害實習質素。有立法會議員批評醫管局無預先計劃資源調配是不可接受,敦促局方保證不會裁減人手。

消息:難承諾維持專職指導

政府於2022/23年度《財政預算案》提出,研究豁免各大專院校醫療相關課程向醫管局繳交臨牀實習費用。醫管局2023/24年度(本年度)起將實行新安排,本報綜合多個消息,該局將調撥內部資源填補該筆資助,確保本年度實習模式、名額及人手不變,惟未決定長遠的處理方法。據悉,由於醫管局撥款是每年計算,故難以承諾未來能否維持由恆常職位專門帶領實習。

學會:醫局稱將檢視實習模式

兩個醫療專業學會上月中去信醫衛局表達關注,醫管局其後與兩個學會開會,物理治療學會會長彭耀宗引述該局稱,將維持本年度實習安排,惟未能承諾日後安排不變。彭質疑有關方案不具持續性,令人憂慮將來要削減導師職位,關注日後帶領實習的責任誰屬,認為需確保由具相當臨牀經驗的治療師指導實習生,且有足夠時間監督,強調要以不損害教學質素為大前提。

職業治療學會主席鄭慧慈稱,醫管局會上透露未來一年將檢視現行實習模式,包括現時由臨牀導師專門指導實習生的做法,該局稱將諮詢不同持份者如醫衛局、物理和職業治療師管理委員會等。她憂慮日後如不再由專人負責指導實習,責任由全部治療師攤分,他們亦要兼顧日常臨牀工作,既加重工作壓力,也損害實習質素。鄭認為現時模式行之有效,除非增撥資源,否則難有更好方案。

林哲玄稱有導師憂解僱 促當局解釋

關注病人權益的社區組織協會幹事彭鴻昌認為,檢討實習模式無問題,前提是確保日後模式不比現在差、確保由有經驗和相當資歷的治療師帶領實習,也不能削減實習時數,繼續符合國際水平。立法會醫衛界議員林哲玄透露,現職導師擔心日後被降職或解僱,醫管局說法未能釋慮,亦批評局方無預先計劃安排資源,他已去信醫衛局要求解釋,強調絕不容許當局削減人手。

醫管局回覆本報確認,隨着修讀相關課程的學生不斷增加,院校以撥款或學費應付實習需要,在財政可持續性面對挑戰,局方為釋除顧慮,將由2023/24年度起豁免院校繳交實習費,並重申在新財務安排下,學生實習機會和名額安排不變,亦不影響實習模式及人手。醫管局無正面回應是否有意檢討實習模式,稱會與各持份者溝通,確保實習模式及安排可配合培訓及教學需要。醫衛局口頭回覆稱參考醫管局答覆,無補充。
